Although a client can strongly shape the primary directions of a construction project, literature on construction management has rarely investigated the characteristics of the clients’ in-house construction management (CM) functions vis-à-vis outsourcing to construction service providers. Different types of client organisations may require different levels of involvement in the construction process. Therefore, improved understanding of a client’s CM capabilities can facilitate more efficient planning of new construction projects for clients as well as construction service providers. Based on an exploratory study of Korean construction clients, this chapter presents a methodology for measuring the CM capabilities of a client organisation based on 14 construction business functions and for assessing the gap between current and required capabilities.
